Listen to internet users before setting rules on piracy

The internet is user-driven. Often the same people who consume content are also creators. More importantly here, online economic success and failure are determined by users who have control over that same content, even if they did not make it in the first place. Any legislation or industry agreement is doomed to failure if it does not take into account the ways actual internet users think about and do things.
